ABOUT

About CEGA

CEGA is a competive golf tour created by a group of friends who enjoy golf and competion. A season consists of 10 tournaments including three majors. Players compete for individual tournament victories. In addition, players are awarded points for top four finishes. The player at the end of the season with the most points is crowned the Player of the Year (POTY). See tour rules for more details.

Mission

To play the best golf courses the world has to offer. To enjoy the company of friends who share a similar passion for gambling and the game of golf. To continue to offer a golf league full of tradition for years to come.

Rules

Member Rules:

• Play shall be governed by the USGA Rules of Golf unless specified otherwise below.

• CEGA handicapping system mimics USGA guidelines (excluding PCC and Hard/Soft Caps). Existing members determine the initial handicap for new members. Max index for any player at any time is 26.0.

• Pay dues at the annual kickoff meeting. Pay entry fees before you tee off. Pay bets immediately after you lose. Once committed to a tournament, Members are responsible for paying green fees (unless an alternate can be found or the course waives cancellation fees).

• In the event of an individual hardship, withdrawal from the final event must be made before the 4th tourney (Masters) to receive a refund for the Championship entry and lodging fees (i.e. if you play the Masters, you’re not eligible for refund on dues).

• Mark your balls. Your fellow competitors have authority to assess a two-stroke penalty per hole for unmarked balls.

• Play without undue delay and make every effort to finish each round within 4 hours and 15 minutes. Read USGA tips for improving pace of play at: http://www.usga.org/MicroSiteContent.aspx?id=21474855490

• Fill out scorecards completely and correctly.

• No maximum course yardage limits.

• Requests for rulings should be directed to Jeb Boss or Andy Weyer if possible; otherwise, majority opinion within the grouping shall determine the ruling. Members are responsible for knowing the rules and are expected to protect the field, but should give the benefit of the doubt to their fellow competitors (i.e. we don’t do this for a living, so let’s keep it friendly).

• Tournaments shall not be scheduled on back-to-back weekends. Any scheduling changes should be socialized with the group by email at least 4 weeks prior to the event. Majority consent is required to change dates.

• Everyone is required to participate in any extracurricular gaming activity that goes on within the group (e.g. if you are at an event, you must also buy into the poker tourney).

• There are three major tournaments per year: the Masters, Open, and Championship.

• For tournaments where outside lodging is required, net tournament score ranking shall determine the order in which sleeping quarters are selected.

• Play a lost ball as savannah if it is known or virtually certain (i.e. at least 95% likely) that the ball came to rest on the course (i.e. not out of bounds).

• The ball must finish inside the cup to be considered holed (i.e. if your ball bounces into the foam insert inside of the cup, but out of the hole, then the ball hasn't been holed).

• Players tied for first at the end of regulation will enter into a sudden death playoff with the starting hole determined by the pro shop. The last man standing wins, the second to last man standing takes second, the third to last man standing finishes third, etc. (e.g. in a three-man playoff, if Player C gets knocked out after the first hole and Player B gets knocked out by Player A after the second hole, then Player A finishes first, Player B finishes second, and Player C finishes third). If multiple players are knocked out on the same hole, then they tie for the tournament (e.g. in a three-man playoff, if Player A knocks out Players B & C on the first hole, then player A finishes first and Players B & C finish tied for second).

• Tourney points slide to the next highest finisher in the event someone that previously placed drops out of the league (e.g. if Weyer wins T1 and mic drops on CEGA thereafter, then 2nd place finisher for T1 gets 1st place points, 3rd place finisher for T1 gets 2nd place points, 4th place finisher for T1 gets 3rd place points, and 5th place finisher for T1 gets 4th place points).

Host Rules:

• Pick a site and keep the course quality high.

• Notify group of location, cost, times, tees, handicaps, etc. within two weeks of completing the prior tournament.

• Invite friends to fill-out foursomes whenever possible. Friends can bet 20% of the tournament’s entry fee to play for the tournament’s side pot totaling 20% of all entry fees.

• Determine local rules (e.g. savannah, drop areas, out of bounds, etc.). Unless specified otherwise by host in writing before the tournament, the scorecard will dictate local rules by default.

• Collect entry fees prior to the start of each event and payout winners.

• Determine if playing when weather conditions are poor.

• Record gross scores, net scores, and team points for each participant using “Host” template from “CEGA Handicaps” file and submit to webmaster after the final round.

• Submit completed host template and scorecards to league scorekeeper after the final round.

• Submit write-up to the webmaster within one week of completing the tournament.

• Each player who wins receives 1 team point in a regular tournament and 1.5 points in a major. Each player who ties receives 0.5 points in a regular tournament and 0.75 points in a major. Each player who loses receives 0 team points.

• For the first round of each tournament, groupings will be determined (i) at random by the tournament host for regular tournaments and (ii) by Player of the Year (POTY) points for major tournaments (whereby players with the lowest number of POTY points shall be grouped first and players with the highest number of POTY points shall be grouped last).

• For subsequent rounds, groupings will be determined by net tournament score (whereby players with the highest net tournament scores shall be grouped first and players with the lowest net tournament scores shall be grouped last). If two or more players are tied with the same net tournament scores, the tiebreaker will be determined by matching net scores from the prior round beginning on the 18th hole and working backwards to the 1st hole. Tiebreaker winners shall be placed in the later group.

• The number of players within each grouping will be determined as follows:

Number of Players / Groupings:

• 4 player group partner selection process: One of the players within the group shall pick partners from within the group at random.

• 3 player group partner selection process: If a player would like to take on the financial responsibility of two players, that player can elect to “double-up” and bet each of the remaining two opponents $20-$20-$40 (i.e. maximum win or loss amount of $160 for the player that chooses to double-up). If more than one player would like to double-up, then the player with the highest amount of Team Play points will automatically double-up; provided that tiebreakers will be determined next by (i) POTY points, then (ii) coin flip, as necessary. If no one wants to double-up, then one of the players within the group shall pick partners from within the group at random. In any event, the remaining player without a partner within the group shall pick a partner at random from the field (note that the partner randomly selected from the field will NOT be eligible to receive points or money from a match contested outside of their own group).

• 2 player group partner selection process: Each player shall pick a partner from the field.

• In the Championship tournament, Team Play Championship contenders within the same group must play against one another. If there are more than two Team Play Championship contenders within the same group, then the lower ranking Team Play Championship contenders must partner and play the higher ranking Team Play Championship contender(s).

• Most Improved Player Calculation (per the USGA’s recommendation):

A. Add 12 to the player’s Handicap Index at the start of the season.

B. Add 12 to the player’s Handicap Index at the end of the season.

Divide value A by value B, calculating to three decimal places. This is the improvement factor.

Example:

Starting Handicap Index: 22.6

Ending Handicap Index: 17.4

A: 22.6 + 12 = 34.6

B: 17.4 + 12 = 29.4

A / B: 34.6 / 29.4 = 1.177

Improvement Factor: 1.177

The player with the highest improvement factor shall receive the most improved player award.

CEGA Cup:

• Captains: The POTY and Team Play champs will be Team Captains in CEGA Cup and assume tournament hosting responsibilities.

• Selection Process: 1st place POTY, 1st place Team Play, 2nd Place POTY, 2nd Place Team Play, 3rd Place POTY, 3rd Place Team Play, 4th Place POTY, 5th Place POTY. If a CEGA Cup POTY selection cannot participate, his spot shall go to the next highest ranking POTY player. If a CEGA Cup Team Play selection cannot participate, his spot shall go to the next highest ranking Team Play player.

• Draft: Captains will determine who gets first pick of players and team colors (e.g. separate heads-up match play event, sports bet, etc.). Thereafter, Captain A will have picks 1, 4, & 5 and Captain B will have picks 2, 3, & 6. If one of the draft picks cannot play, then Captains re-draft with the next alternate added to the draft pool.
